As of March 2025, there have been notable updates to motorcycle laws affecting riders in Prince George’s County, Maryland:

Statewide Legislation:

Senate Bill 68 (SB 0068)

Senate Bill 68 (SB 0068) – The D TORCH Road Safety Act:
Enacted in 2026, this landmark legislation strengthens motorcycle safety education for new drivers throughout Maryland. An initiative of the D TORCH Foundation, the law requires the Maryland Motor Vehicle Administration (MVA) to include at least five motorcycle safety awareness questions in the noncommercial driver’s license knowledge test question pool, with at least one motorcycle safety awareness question appearing on each applicable examination. 

The required questions must address key motorcycle safety
topics, including motorcycle visibility, proper lane positioning, safe
following distances, preventing crashes involving motorcycles, and other motorcycle safety topics identified by the MVA. In addition, the law requires motorcycle safety awareness to be incorporated into Maryland’s driver education curriculum, helping new drivers better understand how to safely share the road with motorcyclists and reduce preventable crashes.

The law becomes effective on October 1, 2026.

House Bill 102 (HB 102): Enacted in April 2024, this law mandates that motorcycle passengers must be able to position their feet firmly on the footrests while seated. This requirement aims to enhance passenger stability and overall safety. Exceptions are made for passengers with permanent disabilities. The law became effective on October 1, 2024.

County-Level Legislation:

A review of recent legislative activities in Prince George’s County indicates that, during a session held approximately three months ago, the County Council enacted 37 bills and adopted 14 resolutions. Motorcyclists in Prince George’s County must adhere to Maryland’s comprehensive motorcycle laws, which include:

  • Helmet Requirements: All riders and passengers are required to wear helmets that meet U.S. Department of Transportation (DOT) standards. Non-compliance can result in fines of up to $500.
  • Lane Usage: Motorcyclists are entitled to use the full lane and may ride two abreast. However, lane splitting—riding between lanes of traffic—is prohibited.
  • Equipment Standards: Motorcycles must be equipped with functional mufflers, and handlebars should not extend more than 20 inches above the seat.
